How do I open Practice Tool in the League client?

Open the League client, click Play, choose Practice Tool, pick your champion and summoners, then load in. Use the in-game menu to spawn target dummies and enable cooldown refresh.

If options are greyed out, finish the tutorial requirements on new accounts or patch the client to the latest version.
